 | Homebuyer Assistance | |  | First Home Program | | The First Home Program provides low fixed rate mortgages to people who have not owned homes in the last three years. No points, no down payment, and extended term options are available. Although income limits apply, most Maine households are income-eligible for the program. First Home mortgages also offer payment protection for eligible borrowers who lose their jobs. | |  | Operation New Home | | Operation New Home provides low fixed rate mortgages to veterans and active duty military personnel. No points, no down payment, and extended term options are available. Although income limits apply, most Maine households are income-eligible for the program. People who are already homeowners are eligible, but they must be purchasing a home that will be used as their primary residence.

The Home Repair Network is a unique collaboration of state and federal agencies and its programs are offered to consumers through Community Action Program agencies. | |  | Lead Hazard Control Program | | This program provides 0%, deferred, forgivable loans (no interest and no monthly payment) to make lower-income homes lead safe. The program is offered to consumers through Community Action Program agencies in some parts of Maine, and directly by MaineHousing in others. | |  | Rental Assistance Coupons | | The Rental Assistance Coupon Plus Program (RAC+ Program) offers rental assistance to eligible people who have been homeless for seven or more consecutive days and who are willing to participate in a self-sufficiency program. MaineHousing accepts applications for this program directly, and works with homeless service providers and other partners to identify eligible participants. | |

MaineHousing offers this program to consumers through Community Action Program agencies. | |  | Low Income Assistance Program | | Low Income Assistance Plans (LIAP) offered by electric utilities help low-income homeowners and renters with electricity costs. MaineHousing, through Community Action Program agencies, accepts customer applications for LIAP as part of the LIHEAP application process. MaineHousing allocates the LIHTC to developers who sell (syndicate) the tax credit to corporate investors. The money this raises is used as equity in the rental housing project. | |  | Rental Loan Program | | The Rental Loan Program (RLP) provides long-term mortgage financing at attractive interest rates for development of affordable rental housing. The RLP may be used for acquisition, acquisition and rehab, or new construction of apartment buildings of five or more units; developers must reserve a portion of the units for lower income renters. | |  | Supportive Housing Programs | | The Supportive Housing Programs (SHP) provide reduced interest rate debt financing and subsidy funds to eligible nonprofit developers to create housing for low- and very low- income persons with special needs. | |  | Affordable Subdivision Program | | The Affordable Subdivision Program provides interest free, forgivable loans to developers to help fund affordable homes in new subdivisions.
