Program Summary

The Supportive Housing Programs (SHP) provide reduced interest rate debt financing and subsidy funds to eligible nonprofit developers to create affordable housing for low- and very low- income persons with special needs. Financing may be used to purchase, purchase and rehab, or construct facilities such as transitional housing, group homes, emergency shelters, and supported or independent apartments.

The programs typically offer financing through two program options:

  • Homeless Housing Requests for Proposals (RFP), which are issued periodically and offer subsidy and debt funding on a competitive basis for the creation of housing units for persons who are homeless.
  • Supportive Housing Program for non-homeless persons, which is periodically allocated funds and offers subsidy and debt funding on a walk-in basis (applicants must meet a minimum threshold score).
MaineHousing financing may not be used for tenant support services.



Am I Eligible?
Tax-exempt, nonprofit 501(c)(3) housing development corporations with the financial, organizational and development capacity to successfully complete the proposed projects are eligible to apply.

In selecting projects, MaineHousing will consider such things as the need for the housing, the capacity of the development team, unit affordability, and related issues.

How Do I Apply?
For 2009, MaineHousing is offering $4.9 million dollars in subsidy funding from the federal Neighborhood Stabilization Program. These subsidy funds will be allocated to the development of supportive housing for homeless persons and for persons with special needs. The funds will initially be set aside as follows:
  • $3.15 million for the development of permanent housing on foreclosed upon properties in targeted communities for individuals and/or families who are homeless
  • $1.75 million for the development of permanent housing on foreclosed upon properties in targeted communities for individuals and/or families who have special needs and require supportive services to help maintain residency
