MaineHousing’s Affordable Subdivision Program provides interest free, forgivable loans to developers to help fund the construction of affordable homes in new subdivisions. MaineHousing provides up to $15,000 per affordable home, with a maximum of $300,000 per subdivision. The affordable homes are reserved for families that are eligible for loans under MaineHousing’s First Home Program.
Program funds can be used for:
- Reimbursement of land acquisition costs
- Site development soft costs, including construction loan interest
- On-site infrastructure
Overhead, staffing, and other general operating costs are not eligible costs under the Affordable Subdivision Program.
In addition:
- A minimum of five single-family homes or condominiums in a subdivision must meet purchase price limits as follows:
- $190,000 for homes located in the Portland/South Portland HMFA (includes Cumberland, Sagadahoc, and York Counties)
- $160,000 for all other Counties
- Single and double wide mobile homes are not eligible.
- Homes must meet MaineHousing’s Green Building Standards.

Private and nonprofit housing developers are eligible to apply. Developers must be in good standing and either have successful experience under a MaineHousing development program, or demonstrate sufficient experience in developing a subdivision.
The subdivisions must be located in areas where MaineHousing has identified a need for affordable housing.
Participants in the Affordable Subdivision Program may not access additional subsidy from MaineHousing for the same housing.
