MaineHousing's Contractor Standards address Minimum Prevailing Wage Rates (when Davis Bacon wages do not apply), proper determination of employee status, evidence of Worker' Compensation Insurance, Group HealthCare Coverage, On-the-Job Training, and equal opportunity job postings. The standards apply to new, MaineHousing-financed multifamily housing that is developed using MaineHousing's Rental Loan Program or Low Income Housing Tax Credit Program.

This summary describes the Contractor Standards for MaineHousing-Financed Multifamily Housing (Contractor Standards) that are applicable to multifamily development projects funded under the Low Income Housing Tax Credit Program and Rental Loan Program.

Contractor Standards Compliance Guide
This Guide addresses compliance with four components of the Contractor Standards: State prevailing wage rates; proper classification of employees; Workers’ Compensation Insurance; and group healthcare coverage.

2007 QAP Program Affirmative Action Plan
This plan identifies the equal opportunity and affirmative action policies and goals for the applicants, developers, project owners, contractors, subcontractors and other persons or entities that benefit from MaineHousing’s programs. This plan includes affirmative outreach and recruitment procedures designed to provide equal access for women, minorities and persons with disabilities to the economic benefits of MaineHousing’s programs.

On-The-Job Training Brochure
This brochure is targeted at potential trainees and provides information on the On-the-Job Training opportunity available to women and minorities who are interested in careers in construction.
