Welcome to MaineHousing’s webpage dedicated to The American Recovery and Reinvestment Act of 2009 (ARRA). The American Recovery and Reinvestment Act of 2009 is an unprecedented effort to jumpstart the economy, create and save jobs, and prepare for a better future.

The Act provides for transparency and accountability so that you know how, when, and where your tax dollars are spent. This section of MaineHousing's website will provides information on recovery monies distributed through MaineHousing:

• Homeless Prevention and Rapid Re-Housing Program (HPRP) - This program provides assistance to stabilize and rapidly re-house people who are at risk of being homeless.
• Department of Energy (DOE) Weatherization - This program improves the energy efficiency of low-income homes, resulting in lower home energy costs and improved health and safety.
• Tax Credit Assistance Program (TCAP) - This program provides financial assistance to fill funding gaps in new affordable rental housing developments that use federal Low Income Housing Tax Credits (LIHTC).
• Section 1602 Tax Credit Exchange Program - This program allows MaineHousing, the state’s allocating agency for Low Income Housing Tax Credits (LIHTC), to exchange 2008 and 2009 9% LIHTC allocations for an upfront one-time grant set at $0.85 for every $1.00 of credit exchanged times 10.
